Permission to transfer Meta Angels from vault to operations fund for lending

We are going to be hosting a competition in the next few days to loan out our 11 Meta Angels to WOW Pixies holders who want to pitch their ideas for the Angel Labs program.

As a WOW Pixie holder, you are GUARANTEED an interview with the Angel team. Each holder will be able to borrow an angel for 2 months.

To make it easier to loan all these angels, we want the DAO's permission to transfer these from the vault to our operations wallet.
