Reimburse Operations Fund for gas and transaction fees related to DAO purchases

This proposal is to reimburse our Operations fund for the gas and transaction fees related to DAO purchases.

Every time a transaction takes place with the multi signatory wallet, the operations fund is the one that initiates and executes the transaction, which costs gas.

E.g. the total amount of gas paid by the operations fund was 2.32 eth which was additional to the 20 eth used to purchase our 20 WOWGs. We will need to transfer 2.32 eth to cover this gas fee.
