Give Team right to start placing offers on WoW Royalty club

Given it was a part of the initial roadmap, the team spoke about this in community proposals channel. Now we have 90 eth in DAO and want to get the communities blessing to start placing bids prior to multisig wallet being deployed (in process). We will start at 85 eth, giving that bid to every royalty wow (19) and upping it 5-10 eth per day.
