Allocate 2 eth/ month for Workstation contribution

We've just set up our Pixie Workstation/ Think Tanks and we want to allocate 2 eth/ month budget for the workstations.

This budget will include payment for Workstation Leads (0.1 eth/ month pp), tools like Clarity to help track contributors, and the remaining will be allocated for active contributors in the DAO work stations.
