Modification to Main Pass Distribution

This proposal is to remove $MTC distribution to Main Passes listed during the monthly holder snapshot.

This will in theory increase rewards to those holding, and supporting the DAO.

Example: 100/5000 passes listed - 4,900 Main Passes would be eligible for airdrop.
