Restore X7R and X7DAO token fees/taxes to 6%

In June 2023, the DAO vote reduce the fees/taxes on X7R and X7DAO tokens from 6% to 3% with the belief that the majority of development was behind us and this reduction would more then pay for itself via increased trading volume.

History has proven this not to be the case and we now find ourselves in a position where we need to fund much more development, marketing, etc.

Proposal: To increase the taken fees/taxes from 3% to their original 6%
