XIP7 - XBE Hive Reward Ramp Up

This proposal is for the ramp up of XBE rewards towards the Hive.

At this current moment we have 7.5% of emissions going towards the FRAX vault, and 7.5% of emissions going towards the cvxCRV vault. The remaining emissions are allocated to both XBE stakers (stakers + lockers) as well as the SushiSwap pool.

To avoid mercenary farmers from entering the Hive for the high APRs, it is better if we ramp up rewards over a period of weeks. This allows us to do incremental increases in the emissions towards the vaults such that the APR is attractive enough, but not detrimental to the XBE price.

With the above mentioned, I propose the following allocations;

Option 1) Remain the same 7.5% to FRAX 7.5% to cvxCRV 25% to XBE stakers 60% to Sushi LP

Option 2) Increase Hive rewards 12.5% to FRAX 12.5% to cvxCRV 25% to XBE stakers 50% Sushi LP

Option 3) Increase Hive rewards 15% to FRAX 15% to cvxCRV 25% to XBE stakers 45% to Sushi LP
