Reduce the Minimum STAKE Delegation Amount to 200 STAKE.

This is a proposal to reduce the minimum STAKE needed to delegate on a candidate pool from 1000 STAKE to 200 STAKE (market value of ~ $2000 on 12/15/2020), providing delegation opportunities to a wider range of STAKE holders on xDai.

The current minimum for delegators is 1000 STAKE, which is prohibitively expensive for many in the community. This can reduce individual participation and increase potential protocol centralization.

The reduction justification relates to Ethereum 2 staking requirements, where validators must provide 32 ETH to participate. This equates to approximately $20,000 USD with the current Ether USD valuation. In a delegated PoS model, it seems fair and appropriate to provide delegators an opportunity to participate in staking with approximately a 10% share. This is equivalent to 200 STAKE valued at $2000 USD in the current market.

If this proposal is successful, a secondary proposal will likely be introduced to reduce validation STAKE minimums to align with Ethereum validation requirements at approximately 2000 STAKE per validator.

Future proposals may also be initiated to further adjust staking requirements.
