OLIP-3 Proposal of OpenLeverage Community Council

We believe that contributors who build and grow the platform with their interests aligned with its long-term development are the most qualified entities to undertake OpenLeverage governance.

This vote is to determine if we should launch the OpenLeverage Community Council toward the first step of decentralization of OpenLeverage.
