Increase Un-Stake Penalty

In the previous proposal, xXTKa holders showed a clear preference for extending staking rewards for 6 months, with a cap of 3% of XTK supply. Of the options presented to voters, this will have the longest duration and greatest impact on XTK emissions. In addition, xToken plans on creating xXTKa based incentives for some of our xU3LP assets which also accelerates XTK emissions and thus has dilutive effects on XTK holders.

Due to these upcoming programs, the community has deemed it prudent to notch our un-stake penalty up to discourage un-staking a tad more and earn higher fees on un-stakes that can be distributed to long-term holders of xXTKa holders. (XTK's diamond hands)
