Allocate another 25% of all $BYTES yield sold to USDC for Yakuza holder giveaways (raise to 50%)

Currently, 25% of all $BYTES yield sold to USDC from our Neo Tokyo Citizens is allocated toward Yakuza holder giveaways.

Over the past year, $BYTES yield for every Citizen has slowed down significantly, reducing the frequency and size of giveaways. Our Citizens now yield approximately ~110 $BYTES per month in total.

Since May 30, 2024, an additional 25% of $BYTES sold to USDC has been saved in the following wallet: https://etherscan.io/address/0xb347f762a4a0600a9392b68f240d2232b43bca55

To offset the reduced $BYTES yield and restore more frequent and meaningful giveaways, this proposal suggests using these funds for further giveaways and increasing the total amount of sold $BYTES allocated for giveaways from 25% to 50%.
