Establish a Leadership council 4 YGGLOK

Background: Currently we have a leadership group of all the R4’s and alliance leaders who offer ideas for proposals but only FallenCorpsez can create proposals.

Problem: Currently FallenCorpsez is the only member who can create proposals and the current leadership group is not voted in by YGGLOK token holders which is not conducive to YGGLOK functioning as a true DAO.

Solution: Establish a leadership council of 5 members voted in by YGGLOK token holders that will be responsible for creating proposals that $YGGLOK token holders can vote to implement or scrap.

There will be another vote on structure of the council should this one pass.
