Create a new YGG-SPL Channel within the YGG discord that the public can read but only token holders can post.

Execution: As above. It will operate similarly to the Splinterlands Maverick Channel.

Reason: To allow YGGSPL holders to transparently theorise and critique ideas freely. This will improve the quality of proposals that reach snapshot, advertise to future holders and add initial utility to holding YGGSPL.
