Proposal: Update YGGSPL Treasury Signatories

BACKGROUND: The seven YGGSPL Treasury Signatories manage the DAO's multi-sig wallet containing it's $YGGSPL token holdings on BSC. Four of the seven signatories are required to sign any proposed transaction to distribute $YGGSPL tokens to purchasers and/or during GAP distribution events. Currently only five of the seven signatories are active participants in approving multi-sig transactions, which impedes the DAO's distribution of tokens in a timely manner.

PROPOSAL: This proposal will add Krympton to the list of treasury signatories as a replacement for Jackal.
