Remove PLS/WETH Farm Position

Richard Heart has reduced the INC inflation right by a factor of 10.

This has subsequently reduced all the APYs by a factor of 10.

This proposal is to remove the entire position, convert the ETH back into PLS and hold the PLS until a new yield strategy has been devised.
