Extend quorum of 5% for all proposals for another year

The below proposal that was passed changed our quorum (minimum votes needed for proposal to pass) to 5%. But this is set to expire and revert back to old quorum of 10-15% on January 1st, 2024. Due to activity level of our community I would like to propose extending this another year so are treasury is not locked behind an inactive voting community. This new extension would expire January 1st, 2025. No other changes to proposal system.

"Community participation is too low to support quorums of 10% and 15%. I am suggesting a quorum of 5% for ALL proposals, with no limit on ETH, temporarily for the rest of 2023. This change in quorum would end on January 1st, 2024, and revert back to the original quorum limits.

This will allow our treasury to be used without being held back by inactive participation.

5% quorum means that 500 capsules must vote for the proposal to be valid. To pass, there still has to be a majority voting approve."
