Change quorum to 5% for all proposals

Community participation is too low to support quorums of 10% and 15%. I am suggesting a quorum of 5% for ALL proposals, with no limit on ETH, temporarily for the rest of 2023. This change in quorum would end on January 1st, 2024, and revert back to the original quorum limits.

This will allow our treasury to be used without being held back by inactive participation.

5% quorum means that 500 capsules must vote for the proposal to be valid. To pass, there still has to be a majority voting approve.
