Allocate up to $40k USDC to support the adoption of $ANIME

##OVERVIEW Increasing the adoption of $ANIME will require funds.

We will use these funds to increase listings on CEXs, incentivize liquidity on LPs, pay for marketing campaigns to increase exposure in new markets (we are interested in expanding to Asia as we see a great fit there), and others.

All uses of these funds will be reported to the community and will take feedback on proposed uses of the funds.

Increasing the adoption of $ANIME could pay for itself as it could increase its value, which the treasury holds 7.2m of.
